AT A MEETING of the APPOINTMENT PANEL of the COUNTY COUNCIL held at The Castle, Winchester on Thursday 10 December 2009.

1 APOLOGIES FOR ABSENCE

No apologies were received under this item.

2 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed save for exercising any right to speak in accordance with paragraph 12 of the Code.

No declarations of interest were made under this item.

3 APPOINTMENT OF CHAIRMAN

RESOLVED:

That Councillor T K Thornber, CBE be appointed Chairman of the Panel.

4 EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That the press and public be excluded from the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present there would be disclosure to them of exempt information within Paragraph 1 of Part 1 of Schedule 12A to the Local Government Act 1972, being information relating to the County Council's business or financial affairs which should not be disclosed for the reasons set out in the report.

5 APPOINTMENT OF DEPUTY DIRECTOR OF CHILDREN'S SERVICES


The Panel considered the exempt report of the Chief Executive and Director of Human Resources (Item 5 in the Minute Book) seeking approval to appoint an interim manager into their respective substantive post. Following a briefing and after full consideration the Panel approved the recommendation.


RESOLVED:

That Steven Crocker be appointed Deputy Director of Children's Services with immediate effect.
