1. The decision:
a) That the County Council cancel an invoice as it is judged that the `sum' is not `due' nor can it be proved that it is due.
2. Reasons for the decision:
2.1. This report relates to the requirement under the County Council's Financial Regulations and Procedures that the write back of potential debts over £50,000 are reported to the Leader.
2.2. The potential debt exists because an invoice was issued to the District Council for funds it had collected from a developer which were expected to be spent on a highway scheme, but which were subsequently spent on other district priorities.
3. Other options considered and rejected:
3.1. Further options could involve the County Council instigating court proceedings to attempt to recover the full potential debt.
3.2. This option has been rejected because court action would be a lengthy process and would be unlikely to result in recovery of the potential debt.
