1. The decision:

1.1. That the Executive Lead Member for Children's Services agrees the Single Early Years Funding Formula (SEYFF), as proposed in paragraph three of the report, including the application of flat rates for maintained nursery schools and classes (detailed in section 10 of the report).

1.2. That the Executive Lead Member for Children's Services agrees Option B approach to the formula, which is detailed in paragraph six of the report.

1.3. That the Executive Lead Member for Children's Services agrees that the County Council should apply to the Department for Children Schools and Families to become part of the Early Years Single Funding Formula pathfinder programme from April 2010.

1.4. That the Executive Lead Member for Children's Services notes the impact assessment on different types of providers.

2. Reason(s) for the decision:

2.1. The Department for Children, Schools and Families (DCSF) requires all local authorities to have a SEYFF in operation from 1 April 2011. The DCSF has postponed the proposed implementation date from April 2010 due to many local authorities not being ready for implementation and has invited local authorities who are confident that they are ready to implement their formula in April 2010 to apply to join the pathfinder programme.
