Our aim is that through all our teaching and music making opportunities, HMS pupils will learn to develop:

    · confident, creative musicianship and musical understanding

    · imaginative music making supported by appropriate technical ability on an instrument/voice

    · secure knowledge and awareness of a range of music

Our core beliefs are that:

    · HMS teachers participate with their pupils as an honorary member of the group, within which everyone motivates each other to practise, facilitate good performances and influence the learning environment to support high quality outcomes.

    · Pupils' enjoyment, developed through their engagement in the music and the integrated processes of music making, is at the centre of all HMS activity.

    · HMS has high expectations for the rate of progress to be the maximum for each child within their circumstances, with our staff making a difference to those circumstances and the ultimate achievement of each child.

SP1 - Core Offer

Teaching and Learning - the core offer represents around 85% of HMS work. With over 250 members of staff delivering or supporting nearly 3000 hours of instrumental and vocal teaching every week, the number of pupils benefiting from additional musical opportunity grows year on year. As a fully embedded component of the Children's Services Department our focus on music for all children and young people has seen a recent enhancement of the musical learning available for a variety of previously remote groups, including children in care, 0 - 5s, those with special educational needs, and those who are vulnerable and disadvantaged. Opportunities abound to expand in these areas, whilst still providing the full range of instrumental and vocal provision, ensembles, curriculum support, inspection and advice to schools. With Government funding, full support from Hampshire County Council and strong partnerships with Hampshire schools and colleges, HMS is in an ideal position to enhance the musical life of the county and all its residents.

Provision for 0 - 5

HMS has delivered its Early Years provision (0-5) exclusively through courses and resources for practitioners arranged by the Early Education Childcare Unit. Future development includes marketing musical opportunities direct to Children Centre's and embracing child initiated learning.

Primary

Through the Primary Music Curriculum Project HMS provides a wide range of courses, conferences and publications. SLA visits are available for staff training or curriculum development. The courses are greatly appreciated by those who attend. However, a significant number of schools are never, or rarely, represented at the courses. Schools come directly to HMS for advice, from our Primary Music Consultants, ASTs.

Special

HMS is now having more direct impact on children in special schools through the L2M provision. Special school teachers are gaining a clearer understanding of the impact of music and regularly attend HMS training, provide a through range of courses and conferences for internal and external delegates.

Secondary

Secondary music departments in Hampshire produce KS3 and 4 results which are consistently above the national averages. While all schools support the principles of the new ethos and a few are starting the process of change, there is some way to go in establishing a consistent, rich and high quality provision.

Work with individual music departments to implement music provision across the school that reflects the ethos of the Music Manifesto and the requirements of the new Secondary Curriculum and the 14 -19 agenda.

SP2- L2M

Listen2Me is Hampshire's Whole Class Instrumental and Vocal Teaching programme. This innovative and unique interpretation of the Wider Opportunities strategy enables KS2 pupils to benefit from learning instruments from three families. With more than 10 instrumental/vocal options there is a wide range of choice for schools. Headteachers can enhance existing provision and/or choose something additional on a termly rotation. By September 2009 L2M will be available in all KS2 settings, both primary and mainstream, with around 300 schools accessing this provision for the first, second or third year.

SP3- Children in Care

The advent of a Children's Services department has increased our focus on music provision for Children in Care. Following discussions and planning with key HCC children and families staff, a pilot project during the summer holidays in 2006 was offered to several Hampshire residential units. This was our first work in this field, so we commissioned an independent evaluation of the programme by the University of Winchester. In 2007 -08, HCC provided an additional grant of £13,000 - enabling HMS to offer an individualised music programme of resources, teaching, staff development and project work in each of Hampshire's residential units. This work is on-going in 2008-09, with additional funding from within HMS budget.

SP4- Extended Services

Extended Services funding and partnership working will enable HMS to offer a wider range of extra-curricular musical learning opportunities to pupils in our schools and colleges. Still in the early stages of planning, this exciting initiative will enhance the activities available for pupils before and after the school day.

The Hampshire Award Scheme gives enhanced provision for the county's musically gifted and talented pupils. Funded by Hampshire County Council, access to the scheme is open to all Hampshire's residents. Auditions are held annually and successful applicants receive individual, specialist tuition at no charge to parents. Recently, an extension to the Award Scheme has seen pupils benefit from master class and specialist chamber coaching. For two such groups, success in the 2008 Festival of Music for Youth saw excellent performances in Birmingham and the Royal Albert Hall.

Ensemble Provision is a hugely important extension of work done in instrumental and vocal lessons and is something that HMS promotes strongly. The county's 72 bands, orchestras and choirs enjoy support from Hampshire County Council, which enables HMS to provide membership at no charge to parents. Groups of ensembles are provided in the most heavily populated areas and no-one is more than half an hour away from a rehearsal venue. Breadth of musical opportunity and a pyramid of increasing standards enable pupils to access a wide range of high quality ensembles, many of whom undertake high profile concerts, courses and tours within and outside of Hampshire and the UK.

Push4Culture is Hampshire's contribution to the Find Your Talent programme. Pupils in the PUSH region of the county (Partnership for Urban South Hampshire) will benefit from three hours extra-curricular cultural entitlement each week. Still in the early stages of roll-out, Hampshire is delighted to be one of a small number of counties which successfully bid for DCMS funding to create enhanced musical provision for its children and young people from 0 - 19.

Singing

Sing Up is the national initiative that will "make every school a singing school". As an Area Leader, HMS is in its first year of extending vocal CPD for staff in the county's KS2 settings. A number of exciting initiatives have enabled the HMS vocal team to offer advice, guidance, training and development, in partnership with some of the country's leading vocal experts. This work is additional and complimentary to our long established and successful existing vocal programme.

Guitar and Drum teaching is amongst the most popular teaching for HMS and a large number of experienced staff are able to deliver in a wide variety of styles. `Rock School' provision for bands using HMS staff, is a major priority this year.

World Music

HMS provides a wide range of world music opportunities, including Gamelan, Taiko, Samba, West African Drumming, North African Drumming and Udu. We use a range of presenters employed on a part and full time basis. Embedding world music into primary and secondary curriculum is an exciting priority this year.

SP5- Events

HMS seeks to organise a range of major Events each year to enable pupils to perform in the county's prestigious venues, some of the country's high profile concert halls and a wide range of foreign tours to enhance cultural and social vision. In terms of audience development HMS offers performances of many different genres of music, often enhanced by dance and drama and encourages pupils to share their expertise across the full range of music from centuries ago to contemporary composition.

Working in Partnership and gaining External Contracts are two essential areas of further development for HMS. Together Everyone Achieves More and teamwork enhances opportunities for our young musicians. Building on a range of well-established and successful partnerships HMS will seek further chances to work together to increase funding for music, extend the range of performing opportunities, undertake research, commission new music, generate a higher profile for Hampshire County Council and maintain and enhance our national reputation as an award-winning music service (NMC Major Trophy holders in 2004 and 2008).

SP8 -Infrastructure

The quality of its Infrastructure is in direct proportion to the success of all HMS work. This multi-million pound business requires dedicated staff who thrive on the challenge of continual improvement. Recruitment, induction, development and performance review are essential parts of our personnel programme. Effective resourcing is vital, be it staffing, funding, accommodation or leadership. Marketing and the publicity of our work are areas for further development and the increasing opportunities for commercial enterprise provide a number of expansion possibilities.
