2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the Fire Authority's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed, save for exercising any right to speak in accordance with Paragraph 12 of the Code. The declaration should be made at the time of the relevant debate.

To confirm the Minutes of the meeting of the Committee held on 1 October, 2009.

5. APPOINTMENT OF AN INDEPENDENT VICE-CHAIRMAN
At the previous meeting, it was agreed to defer this item until next time. However, the Committee may instead prefer to consider the appointment of a Vice-Chairman at their next subsequent meeting on 12 March, 2010. By this time, the independent member appointments will have been made by the Fire Authority on 10 February, 2009 for the next 4 year period.
6. REVIEW OF GOVERNANCE STRUCTURE
To consider the report of the Clerk on an invitation for each Committee to review their terms of reference, prior to responses being reported back to the Governance Committee on 20 March, 2010 so that Committee can make recommendations about the future governance for adoption by the Authority at its Annual Meeting in June, 2010. As the Standards Committees terms of reference are largely prescribed duties under legislation, no major changes are suggested.
7. APPOINTMENT OF INDEPENDENT MEMBERS TO SERVE ON HFRA - STANDARDS COMMITTEE
As the Committee are aware, the term of office of the independent members presently serving on the Fire Authority's Standards Committee is due to expire in February, 2010. In response to this, adverts were placed in local newspapers within the Authority's area seeking interested persons to serve in this capacity.
The Fire Authority on 9 December, 2009 gave approval to the Standards Committee at this meeting to appoint a Selection Panel of 4 elected members (2 Conservative, 1 Liberal Democrat and 1 Labour) to interview those candidates short-listed by the Clerk. The interviews are due to be arranged for early January, 2010 with the Panel's recommendations for appointment being presented to the Authority on 10 February, 2010.
NOTE
At the conclusion of the meeting arrangements have been made by the Clerk to provide Members with a training update on developments in the ethical standards framework.
