b) That a virement from the Road Safety Education and Safer roads partnership budgets of £751,000 to the capital programme be approved to contribute to the works arising from the review of A and B roads in line with members' priorities for speed management.

2.1. The report considers whether any action is required in response to budget monitoring in the first half-year of 2009/10. Monitoring of budgets against cash limits is designed to ensure that services can be provided in accordance with the three corporate aims.
