Overview/Pre-Scrutiny - To maintain an overview of the Environment and Transportation in Hampshire agenda, and to consider proposed scrutiny topics for inclusion in the work programme.

a) Environment Agency agreed to attend March 2009 meeting to provide up to date information and answer questions. Outcome: no follow through by Committee, but chairman seeking information about availability of `Hampshire' as opposed to `South East `focused information

October 2009 Committee received Hampshire focused fact report on the `State of the Environment' at October meeting,

Outcome: Scrutiny Officer to collate comment to this draft report. No other action required.

b) to be overviewed and scrutinised in real time at March meeting. Outcome: considered at March meeting and observations passed to the Executive Member for consideration at his decision day. Response requested, and provided (April letter from Cllr Kendal to Cllr Hutcheson)

c) to be overviewed and scrutinised in real time at March meeting. Outcome: Committee commended the Environment Department's work over the severe weather periods, and asked to be briefed about any lessons learned through a retrospective review being undertaken..

Transport in the Community

To undertake an in depth scrutiny review

Chairman

Committee delegated the review to scrutiny review group: first meeting held in March 2007. Review report received and accepted by Committee in April 2008.

Recommendations communicated to the Executive in June; response received and considered by the Committee in July. Outcome: monitoring of outcomes by the Committee to take place at Select Committee meetings during 2008/09/10.

Lyndhurst Bypass

To undertake an in-depth scrutiny review

Chairman

Scrutiny review group set up and review progressed during 2007/08. Reported to March 2008 Cabinet, and report received by the Committee in April 2008. Partial Executive response received in June; full response received in October. Outcome: monitoring of outcomes in 2009/10.

The state of Hampshire Roads

To undertake a light touch scrutiny

Took place on 11 June 2008; recommendations communicated to the Executive Member in June; response received in October. Outcomes:

a) monitoring of outcomes by the Committee in 2009/10

b) to scrutinise the width of rural roads. Outstanding at end of 2008/09. Committee agreed at April 2009 meeting to undertake real-time scrutiny at July's meeting

To undertake an in depth review

Topic identified at July 2008 meeting.

Following scoping, a review group held its first meeting in November 2008. Progress has been reported to the Select Committee at subsequent meetings, with a view to the final report appearing in July 2009

Recommendations communicated to the Executive Member in July 2009.

Outcomes:

a) response to be received from Executive Member in October 2009.

b) monitoring of outcomes by the Committee.

Transport in the Community

Monitoring of the implementation of the recommendations of the 2008 scrutiny review report

Chairman

Following receipt of response to recommendations by the Executive, and subsequent consideration by the Select Committee, 2008/09 timetable for outcome monitoring of progress with recommendations agreed at an additional Select Committee meeting in July 2008.

October meeting considered progress on two recommendations (B & C). Outcome: a more comprehensive report on work associated with rec. B to come to July 2009 meeting.

January 2009 meeting considered progress with recommendations I,K(i),S,V(i) (ii), D,L,N. Outcome: progress supported, and additional information requested in keeping with ongoing monitoring timescale (next report timetabled for July 2009)

July 2009 meeting considered progress with recommendations B, F, J, K(ii), N, P and W(ii). Outcome: additional information requested on the Yellow Bus Scheme and its costings, the Scottish approach to the Bus Subsidy scheme, and Transport Forums (all items timetabled for October 2009).

October 2009 meeting considered report on the Yellow Bus Scheme and its costings, the Scottish approach to the Bus Subsidy scheme, and Transport Forums.

Outcome: No further monitoring needed, review removed from the work programme.

Update on Street Lighting developments (ref. 2007 scrutiny)

Real time scrutiny of progress with recommendations at the July 2008 Committee meeting. Outcome: July 2008 Committee also called for further reports on progress; suggested date: March 2009

March 2009 Committee received update. Outcome: Members called for information about trials of reduced lighting levels, and a further update on progress with implementing the project in October 2009.

October 2009 Committee received update on progress.

Outcome: no further action. Item removed from the work programme.

Flooding risk management

Light touch scrutiny of the management of flood risk in Hampshire

Scrutiny officer to co-ordinate

Following overview and real-time scrutiny at July 2008 meeting, end of year progress report called for further live scrutiny at July 2009 meeting.

March 2009 meeting: decision made to have light-touch scrutiny outside the quarterly meeting cycle, eg. in September

Light-touch scrutiny of Flooding risk management took place on 2nd November 2009. Report of the review group to go to January 2010 meeting.

Monitoring of the 2008 scrutiny recommendations

Response to recommendations received from Executive Member at October 2008 meeting. Outcome: response noted, and timescales for future progress updates identified as March and October 2009.

Monitoring of impact of improvement strategies associated with DECs

Request for report identified at January 2008 meeting. Outcome: item originally scheduled for Jan 10, but following Agenda clashes, item now to appear at April 2010 meeting.

       

Width of rural roads

Real-time scrutiny of issues associated with the width of rural roads eg. incremental widening through verge repairs

Topic arose from the scrutiny of the State of Hampshire Roads (see above) in 2008.At April 2009 Committee meeting Members favoured a real-time scrutiny approach to take place at July meeting.

Monitoring of the implementation of the recommendations of the 2009 scrutiny review report

Timing and focus of follow up by the Select Committee to be agreed at October 2009 meeting, where the Executive Member will give their response.

October 2009 meeting - response received from Executive Member.

Outcome: the topic of Community Infrastructure Levies was added to the work programme, and a request was made for the Highways Agency to make a future presentation to the Committee. Aside from these, to be added to the work programme separately, this Item is removed from the work programme.
