1. The 2009 annual rating has assessed Hampshire Children's Services as performing well, however the assessment also identifies areas where improvement is indicated

1.1 The exceptions to the generally positive ratings include:

    · Two out of eight children's homes not achieving the good or better ratings of the rest

    · Unacceptably high case loads in one area

    · One serious case review out of the four being judged inadequate

    · Comparing primary schools with the national average, Hampshire does well, but can be below the average for similar areas.

    · The generally good performance of Hampshire against the majority of national indicators, does not yet show consistency across all Hampshire areas, with children in care achievement still low at the end of primary school, and a high proportion of care leavers not in education, employment or training.
