Note: potential items for work programme

    · Children in care: stability and educational attainment

    · Teenage pregnancy

    · Parenting support

    · Integrated youth services

Issues picked up at 8 Oct 2009 CYP SC

    · Corporate parenting

    · Ofsted: check potential for proposing how Ofsted might balance the current process approach to Children's Social Services assessment with outcome based criteria (check with JnCoughlan and SteveCrocker for input)

    · Risk assessment - include how many elements/silos comprise the `virtual team' providing care to a service user/patient/customer ?

    · Does value-add potential exist around investigating how to improve linkage between schools and children's social services (and other service providers) so as to mitigate the level of risk in safeguarding children ? (see JnCoughlan to formulate the question)

    · Is a report required (or does one exist) regarding the functionality and design of the Swift HCI ?

Performance issues not on work programme

    · Gap in school attainment (Ofsted) "...the picture is inconsistent for different groups of children and young people, for example the attainment of children in care is low at the end of primary school and a high proportion of care leavers are not in education, employment or training." "...gap in attainment between...most children in Hampshire...and children whose circumstances make them more vulnerable." - CAA

    · Hampshire has a poor record of knowing what some young people are doing. More than one in six 16-18 year olds `dropped off the radar' - classed as "activity unknown" - CAA

    · Children and young people with mental health problems - "it isn't always easy as it should be for young people to access the service" (another service lacking support in the PCT which questions whether convincing evidence for the success of psych therapies? - CAA

    · Transport availability to get young people in isolated areas to skills, training and education venues "...is still a problem" - CAA

    · 8/10 children's homes are good, therefore 2/10 are not. Is there an implication here for Hampshire's role as `corporate parent' and what is the responsibility of councillors re this? - CAA

    · Proportion of good primary schools higher than national average, but below the average for similar areas. - Ofsted

    · Proportion of good or better childminder and childcare settings below average for similar areas. - Ofsted

    · Unacceptably high caseloads in one area of the county - requiring priority action, plus areas for development - Ofsted

    · ¼ serious case reviews judged to be inadequate - Ofsted

Executive Member's Decision Day 15 January 2010

    · Reading among Hampshire Children and Young People (Melanie Saunders, Matthew Haynes, Anne Marley) Requested at David Kirk's Decision Day Briefing Meeting, that it be brought to Stephen Reid's attention for Select Committee meeting in January.

Executive Member's Decision Day 17 Dec 2009

    · Educational attainment in Hampshire, 2009: Results and future priorities (suggested referral from John Coughlan)
