1. Executive Summary

1.1. This report forms a review of fees and charges applicable to the River Hamble. It does not cover Harbour Dues for privately owned leisure vessels which are reviewed separately.

2. Fees and Charges

2.1. It is proposed that Harbour Dues for commercial vessels should remain unchanged, as follows:

      a. The charge for a commercial vessel visiting Hamble harbour should be 12p plus VAT per Gross Registered Tonne (GRT) per visit, and that the Harbour Master should have the authority to negotiate annual compound charges for regular visitors.

      b. The charge for commercial vessels visiting the Hamble harbour and licensed to carry more than 12 passengers which either embark or disembark passengers on public jetties should remain at 50p plus VAT per passenger, and that the Harbour Master should have the authority to negotiate annual compound charges based on typical annual activity.

2.2 It is further proposed that the charges for Harbour Works Consent should increase in line with the phasing arrangements agreed by the Harbour Board on 30 January 2009, with no additional increase for inflation on this occasion, as shown below:

A reduced fee for applications that fall within the Harbour Master's delegated powers and consents for maintenance work to structures etc.

Attendance at the Streamline Consents Meeting and one hour of pre-application consultation will be at no charge.

2.3. Finally, it is recommended that the Harbour Board sets the following rates for discretionary services provided by the Harbour Authority for 2010 (applicable with immediate effect). These charges were last considered in September 2007 and the proposed increase is 5%, broadly in line with inflation over the intervening two year period.

£25 (inc VAT) per 24 hours or part thereof. Vessels displaying annual Harbour Dues stickers entitled to first 24 hours free of charge.

Specific visits to check on boats for security/damage (at owners request)*

Replacing broken or missing fenders or warps (at owners request)*

£42 per hour +VAT. Minimum charge £21 + VAT, plus 120% of cost of materials used.

Pumping out (to prevent further damage)*

£42 per hour + VAT. Minimum charge £21 + VAT

Re-securing or lashing sails and covers (to prevent further damage)*

£42 per hour + VAT. Minimum charge £21 per hour + VAT.

    For services marked with an asterisk (*), mid-stream mooring holders (commercial and Crown Estate) were charged at 20% of the standard labour rate in 2008 which will increase annually by equal steps to 100% of the standard labour rate in 2012). Thus, the rate for 2010 will be 60% of the standard rate.

3. Recommendation

3.1. It is recommended that the River Hamble Harbour Management Committee advise the River Hamble Harbour Board that the fees and charges set out above should be adopted and advertised on the River Hamble website.
