1. The following decision was made:

a) The Executive Member for Adult Social Care endorsed the inter-agency strategy developed by the Learning Disability Partnership Board "Ordinary People Leading Ordinary Lives".

b) That further reports be submitted to the Executive Member for Adult Social Care on key aspects of the strategy, specifically those with resource implications for Hampshire County Council.

c) That the strategy be presented to the Health and Wellbeing Partnership Board and the Health Overview and Scrutiny Committee for further consideration of the health elements contained within it.

2. Reasons for the decision:

2.1. The Learning Disability strategy is a key element in the delivery of the Hampshire Model of Personalisation. Hampshire County Council is working closely with health organisations, housing and employment agencies, adult education and the third sector to improve the lives of people with a learning disability.

2.2. The Learning Disability Strategy will enable Hampshire County Council to improve performance on a range of key performance indicators, principally those related to housing, employment and Self-Directed Support.

2.3. The strategy proposes a strategic approach to implementation of the Department of Health's White Paper "Valuing People Now".

2.4. The strategy is based on comprehensive consultation with people across Hampshire, in particular people with a learning disability and their carers. As such, it proposes key developments that represent a response to their views and wishes.

3. Other options considered and rejected:

3.1. It was considered essential to develop the Learning Disability response to the Hampshire Model, to respond to Valuing People Now and to the views and wishes of the people of Hampshire. No other options were considered.
