1. The decision:

a) That approval be given to the allocation of Hawley Meadows for use as a Suitable Alternative Natural Greenspace (SANG) for inclusion within the three Blackwater Valley local authorities' Local Development Frameworks, subject to finalisation of an applicable tariff.

b) That the Director of Property, Business and Regulatory Services (Strategic Manager - Assets and Development) be authorised to settle the detailed arrangements.

2. Reason for the decision:

2.1. Allocation of Hawley Meadows as a SANG meets the corporate priorities and particularly those of Maximising Wellbeing and Enhancing Our Quality of Place. The SANG will help facilitate development of allocated new homes in the Thames Basin Heaths SPA, ensure the continued provision of open space for recreational use in the Hawley area and fulfil the potential of a currently underutilised Countryside Service facility. It was noted that the local member fully supports the proposed arrangements.

3. Other options considered and rejected:

3.1. Not to allocate Hawley Meadows as a SANG, or, alternatively, to treat Hawley Meadows as a `ransom' over further development. Both these approaches would not promote good working relations with partner authorities and are not recommended for approval.
