Subject: Local Transport Plan 3
Purpose of the Report
To seek approval from the Transport for South Hampshire (TfSH) Joint Committee on the processes and governance structure for the development of the joint South Hampshire strategy for the Local Transport Plan 3 (LTP3) as set out in this report.
Recommendation
1. That the Joint Committee approves the processes and governance structure in place for the development of the Local Transport Plan as set out in this report.
Introduction
1. On 30 September the Joint Committee gave approval for a jointly developed strategy element of the Local Transport Plan 3 to cover the South Hampshire sub-region, to be published in each Council's LTP document.
2. This report sets out the processes and governance structures to guide the production of the joint strategy element of the LTP 3.
South Hampshire LTP 3
3. The LTP 3 must contain two key components; a strategy and an implementation plan. The LTP 3 long term strategy will likely cover the period from 2011-2031, and be supported by a 3 year implementation plan which will detail planned transport improvements.
4. The long term strategy will be developed jointly by the constituent authorities of TfSH, and the Implementation Plans will be written by each authority.
Governance and the Approvals Process
5. The development of the LTP 3 will be co-ordinated by a Joint Officer Working Group (JOWG). This JOWG comprises officers from Hampshire County Council, Portsmouth City Council, Southampton City Council and TfSH, and is led by Paul Walker of Southampton City Council.
6. This Group will take direction from the TfSH Senior Management Board, who will ultimately report to, and be guided by, the strategic decisions taken by the TfSH Joint Committee. Regular progress reports will be submitted to the TfSH Joint Committee as the LTP 3 is developed.
7. The South Hampshire LTP 3 Strategy will form one element of the Hampshire County Council LTP, and as such, maintaining links with the work on the Central and Northern strategies for the LTP is essential. This will be achieved primarily by Officer attendance at the South Hampshire Project Group and North and Central Working Groups and joint North, Central and South Hampshire meetings as required.
8. Final approval of the joint LTP Strategy will be sought from both the TfSH Joint Committee and the individual authorities' respective Full Councils. It is currently anticipated that the Strategy will be submitted for approval in September and October following a 12 week stakeholder and public consultation.

Next Steps
10. Work will progress on the development of the LTP 3 in order to meet the key outputs in accordance with the dates detailed above. It is therefore requested that the Joint Committee approve this report.
