Subject: South Hampshire Multi-Area Agreement

1. Summary

1.1 The following decisions are sought:

      (i) that approval be given to include a new transport chapter in the refreshed South Hampshire Multi-Area Agreement along the lines of the attached draft, subject to ongoing negotiations with Government and the Partnership for Urban South Hampshire Joint Committee be advised of this;

      (ii) that delegated authority be given to the Transport for South Hampshire Project Director, following consultation with the Chairman of the Transport for South Hampshire Joint Committee, to conclude negotiations with Government on this chapter .

2. Reason

2.1 The Joint Committee meeting held on 28 January 2009 gave approval to participate in work on refreshing the Multi-Area Agreement (MAA).

2.2 Since then officers have held a number of discussions with the Department for Transport (DfT), Government Office of the South East (GOSE) and relevant network operators for public transport, including the Chairman of the South Hampshire Bus Operators Association (SHBOA) and Network Rail.

2.3 This report summarises the revised and updated chapter on transport, with its emphasis on public transport that is intended to form part of the refreshed MAA due to be submitted to Government by the Partnership for Urban South Hampshire (PUSH).
