1 Purpose of Report:
1.1. This paper provides a summary for members of the outcomes of Ofsted inspections in schools in Hampshire in the academic year ending July 2009.
2 Ofsted inspections September 2008 - July 2009:
2.1. During this academic year, a total of 164 schools in Hampshire were inspected by Ofsted. Schools receive an overall judgement when they are inspected of outstanding, good, satisfactory or inadequate. Schools judged to be inadequate overall are served with a Notice to Improve or placed in Special Measures.
2.2. The outcomes for Hampshire schools are summarised below:

2.3. This shows that 81% of infant schools inspected in this year were judged to be good or better, with 55% or junior schools, 68% of primary schools, 72% of secondary schools and 57% of special schools also judged to be good or better.
2.4. Of all schools in Hampshire, 21% were judged to be outstanding, 47% were judged to be good, 29% were judged to be satisfactory and 3% were judged to be inadequate.
2.5. Nationally, 19% of all schools were judged to be outstanding, 50% were judged to be good, 28% were judged to be satisfactory and 4% were judged to be inadequate.
2.6. Of the schools judged to be inadequate and served with a Notice to Improve, two have been re-inspected since September 2009 and judged to be satisfactory overall, leading to the removal of the Notice to Improve.
2.7. The school judged to be inadequate and placed in Special Measures has since made inadequate progress. The governing body of the school has been removed and replaced with an Interim Executive Board, and following consultation, the school is to close in August 2010.
3 Pilot Ofsted inspections:
3.1 During the academic year September 2008 to July 2009, Hampshire was invited by Ofsted to take part in the pilot programme of inspections which led to the revised framework for inspection starting in September 2009. A total of 31 schools were inspected as part of the pilot, 19% of the total number of inspections in the academic year. The schools provided feedback about the process and this made a significant contribution to the new framework. Several schools experienced features in the pilot where were subsequently omitted from the new framework including the no-notice inspection.
3.2 By taking part in the pilot, and collating feedback, Hampshire was in a good position to provide an extensive programme of information briefings for all our schools, thus enabling them to be better prepared for the new inspection framework when it was introduced in September 2009.
4 Conclusions:
4.1 Hampshire schools continue to perform well, with over two thirds of those schools inspected judged to be good or better in the academic year ending July 2009.
4.2 Schools judged to be inadequate receive significant support in order to improve rapidly and in virtually all cases this leads to the school making rapid progress. The Local Authority uses its powers of intervention to ensure improved outcomes for pupils when this proves to be necessary.
4.3 The involvement of a number of schools in the Ofsted pilot inspections meant that Hampshire schools were influential in shaping the new Ofsted framework which was introduced in September 2009.
