SEND Independence Hubs
Pathways into adulthood for young people with special educational needs and disabilities in Hampshire
Hampshire County Council is working with local colleges to create high‑quality, accessible learning for young people with SEND. This support is for 16 year olds who are moving into their first year of post‑16 education and have severe learning difficulties or complex needs.
The training provided helps young people develop the independent living skills they need to thrive at college and in their community. A small number of places are also available for learners aged 19 and over, to continue their Preparing for Adulthood training.
SEND Independence Hubs offer a bespoke curriculum for learners that reflect the four principles of preparing for adulthood:
- employment
- independent living
- community engagement
- health
Each hub offers a safe physical space in the college campus that has its own identity and facilities to meet learners’ needs.
The placement has been an amazing experience, she absolutely loves it. The college were very good at communicating once things got rolling, and I felt we were all on the same page.

Independence Hub information for individuals
You can contact your local hub if you are a young person who:
- is entering first year of post 16 education (Year 12), or exiting a 16 to 19 special school offer with Preparing for Adulthood delivery (for those with post 19 offer*)
- is studying at pre-entry to entry 1/2 level
- has severe learning disabilities and/or complex needs including those:
- with some risk of absconding
- more complex communication needs
- some challenging behaviours
- medical needs that can be met by the college's provision
Places will be agreed between Hampshire County Council and the respective college. To discuss joining one of the new SEND Independence Hubs, speak to your SEN caseworker and/or discuss options at your next annual review. Alternatively, contact the college directly to have an initial conversation.
