Local authorities have to submit budget statements to the Secretary of State every year. These contain information about planned expenditure for their education and children’s social care functions. Budget tables are separated into allocations for the local authority (LA), funding allocations for early years providers and funding allocations for high needs establishments.
Local authorities are also required to submit outturn statements. These contain information about actual expenditure for their education and children’s social care functions. Outturn statements are separated into expenditure relating to schools and local authority education departments (LEA) and children and young people’s services.
The requirement is from section 251 of the Apprenticeships, Skills, Children and Learning Act (2009).
