Acceptable use of guest wifi

This page sets out the acceptable use for people who connect to the Hampshire County Council's guest wireless which is provided via GovWifi.

All guests who connect to this network, both members of the public and staff, must adhere to the conditions set by the following, and by joining the network agree to this as per central government’s own terms and conditions for GovWifi.

Policy principle

All users of Hampshire County Council's guest wireless are required to operate in a lawful, secure, and responsible manner, knowing that their use may be monitored in accordance with Council policy.

The policy sets out user responsibilities, guidelines for usage time, help and support, and accessibility.

Conditions of Use

Hampshire County Council requires you to agree to these conditions of use each time you access the service. Additionally, when accessing this service, you are subject to GovWifi terms and conditions.

You must not:

  • access, download, send or publish material, which is obscene, indecent, illegal, offensive, libellous, discriminatory or menacing 
  • attempt to break into any system which you are not authorised to access
  • tamper with the hardware, software, security or setup of any access devices
  • share user account details

You must:

  • report any suspicious activity to a member of staff
  • adhere to the County Council’s terms and conditions as set out by this policy

Hampshire County Council does not:

  • accept responsibility for the accuracy, quality, availability or appropriateness of the resources accessed
  • guarantee the complete exclusion of undesirable material
  • guarantee the performance of any service or application that is accessed via GovWifi
  • accept responsibility for any loss or damage, whether in contract, tort (including negligence), breach of statutory duty, or otherwise, even if foreseeable, arising under or in connection with your use of GovWifi
  • guarantee the availability or ability to join our GovWifi wireless service
  • accept responsibility for any loss of profits, sales, business, or revenue, business interruption, loss of anticipated savings, loss of business opportunity, goodwill or reputation
  • guarantee third-party applications or services accessed via GovWifi are accessible.
  • provide support for third party devices, applications or services when connecting or connected to GovWifi

Internet Access

Hampshire County Council reserves the right to restrict internet access to protect the County Council’s network, therefore internet access via GovWifi should only be used for the following:

  • basic internet browsing via web browser (mobile or computer)
  • receiving and sending emails
  • use of legal streaming services for which you have a valid subscription and or license to access

Filtering will be applied to block access to the following categories of websites:

  • adult sites including gambling
  • malicious websites
  • drug or alcohol related websites
  • sites relating to terrorism

Hampshire County Council makes no guarantee that this filtering is always effective and takes no responsibility for the content you access while online or any resulting consequences.

How we use your data

Your data will be held by the GovWifi service as per their privacy notice and the following information will be collected:

  • email address
  • mobile telephone number
  • authentication attempts
  • activation and last login dates
  • IP address

Hampshire County Council will also collect the following information while you are connected to our network via GovWifi:

  • IP address
  • websites accessed

Your personal information will be protected and handled in accordance with the Data Protection Act and in accordance with the Hampshire County Council General Privacy Notice.
