Definitive Map Modification Orders (DMMOs)
You can apply to amend the definitive map if you have evidence to show that it should be changed
We also refer to applications as ‘claims’. A claim can be made to add new public rights of way, or to upgrade, downgrade or delete existing routes.
- How to apply to change the map
-
There is a special procedure for making applications and we can guide you through the process.
You must support your application or ‘claim’ with evidence:
- user evidence – to show that the public has established a right of way by using a defined route over a period of time and/or historic documentary evidence

Prior to taking up an application for investigation, we write to interested parties, including landowners, user groups, and parish councils, to request any information or evidence they may hold that is relevant to the application. We recommend that anyone who wishes to be invited to contribute further information on a particular application contacts us via email [email protected], quoting the reference number for the application.
If the decision is taken to make an order to amend the Definitive Map, a public consultation will be carried out. At this stage interested parties will have the opportunity to formally respond to the made Order and request copies of the evidence. The decision report detailing the evidence reviewed and the conclusions reached will also be made available on the Council’s website and relevant links forwarded to affected parties.
Under the legal framework for determining these matters, the suitability or desirability of a route cannot be considered, relevant though these issues are to the practical management of the network. Furthermore, concerns relating to safety, privacy, or ecology, however well-founded, cannot lawfully be considered when determining this application.
Further information about the application process can be found in the Application Pack.
- Register of Applications
-
The Register of Applications shows current and resolved claims. The register also shows where a claim is in the list of those awaiting investigation.
We deal with applications in date order.
We may process some applications out of turn in accordance with our policy.
