Early Learning for 2-Year-Olds Funding
UK-citizen eligibility
Parents can check their eligibility for the Early Learning for 2-Year-Olds funding via the Education Online Portal. If they need support, providers can do an 'assisted application' with parents using the Hampshire County Council Provider Portal.
If the parent has confirmed their child's eligibility, they must provide you with the email showing their reference number and confirmation of eligibility. If the parent has a code issued from another authority, you must verify the code with that authority. You should not offer the child a place until you have confirmed the eligibility and the eligibility start date. If the parent gives you a Hampshire code (TYF- MMYY- xxxxxx) you can verify the code with Services for Young Children if you are unsure.

Non-UK-citizens eligibility
Some of your families may have no recourse to public funds (NRPF) where they are ‘subject to immigration control’, which means they may not be eligible to claim benefits. Early Learning for 2-Year-Olds funding is available to some non-UK-citizens who can provide the following evidence:
- Biometric Residence Permit,
- Home Office Immigration Share Code, or
- Application Registration Card
The family must live in England and not exceed the household income and savings in the guidance.
Families that have no recourse to public funds will need to complete an application form for early years education for 2 year olds from families with no recourse to public funds (NRPF). Before the application can be approved the completed form and supporting evidence will need to be emailed to [email protected].
