Report damaged broken or missing drain or chamber/manhole cover

There are a number of different types of ironwork and covers located in roads, pavements and cycle paths.

Utility company apparatus

Many covers on the highway are the responsibility of utility companies (water, electricity, gas etc) who use them to access their equipment in roads, pavements and cycle paths.

It is sometimes possible to identify the owner of the apparatus by markings on the covers.

Do not put yourself or others at risk in trying to establish the owner of a drain or cover. If you do not know who is responsible, report the issue to us using the form below.

How to report your issue

If you have identified that the owner is not Hampshire County Council

Do not report the issue to us, report it directly to the appropriate company.

If you have identified that the owner is Hampshire County Council, or you don’t know who owns the equipment

To report a highways emergency that poses an immediate risk to the public, call either:

  • Phone 0300 555 1388 (8:30am to 5pm, Monday to Friday)
  • Outside of office hours 101
If you are reporting an issue that is very likely to present an imminent threat to life, serious injury or serious damage to property, please report this emergency by calling 999.

For all other issues please use the form below to tell us as much as possible about the issue (whether it relates to a drain or a cover) and the location. Where possible, please provide pictures because this will help us to locate and assess the issue.

We investigate all issues reported to us. If the issue is passed to a third party we will provide you with the name of the organisation to enable you to follow up on the problem with the appropriate company.

Please do not report the same issue more than once or contact us for general updates because this will add pressure to our services.
