LED Replacement Programmes – 2026 to 2028
Hampshire County Council, working with its PFI Service Provider Tay Valley Lighting (Hampshire) Ltd and it’s Operating Contractor, Enerveo, are undertaking a two-year programme to replace existing lights with more modern Light Emitting Diode (LED) lights. This work has been divided into two phases due to differing funding arrangements, although both phases will run concurrently.
The LED roll-out will begin in April and is expected to take 12 months. During installation, each unit typically takes 15–20 minutes to replace, meaning most locations will see no disruption. In a small number of areas, temporary traffic management will be required to ensure safety for both the public and the installation teams. The works will be delivered by the County Council’s streetlighting contractor, Enerveo.
Once complete, the programme will bring the total number of LED streetlights managed by the County Council to over 38,000 which is 26% of all streetlights across Hampshire. LED lighting is already used extensively in the South Downs and New Forest National Parks, and is standard for new housing developments, capital schemes, and routine maintenance replacements.

Funded by the County Council, this will see 9,300 lights on A, B and C class non-residential roads replaced starting in April 2026 with completion expected by December 2026.

Funded by the County Council’s streetlighting contractor, Enerveo. This programme is designed to replace an obsolete type of lamp known as ‘Cosmopolis’ with LED alternatives. A Cosmopolis lamp is a type of outdoor streetlight lamp developed by Philips Lighting. Designed to give off-bright, clear white light it used less energy than older types of streetlights such as high-pressure sodium or mercury vapor lamps.
The programme will replace 17,500 such lamps across Hampshire with an expected completion by 31 March 2028.
