Street lighting traded services maintain various types of lighting, including:
- street lights
- Belisha beacons and island beacon traffic signs
- mains powered illuminated signs
- subway and tunnel lighting
- Hampshire County Council private cable network traffic bollards
- mains powered school crossing lights (FALs)
Street lighting traded services consists of both routine and planned maintenance.
Routine maintenance
Routine maintenance includes minor defect repair and major defect replacement, cable faults and general customer services.
Planned maintenance
Planned maintenance includes bulk lamp replacement, cleaning and painting, night and daytime scouting and inventory management.
Electrical and structural testing as part of a statutory requirement is also included.

Repair times
The time taken to repair is dependent on the fault.
We aim to complete minor repairs within 3 to 10 working days, and major repairs within 35 working days.
Cable faults will be resolved within 30 working days.

Private Finance Initiative (PFI)
The PFI agreement was signed in December 2009 and became active in April 2010, with a 25-year duration set to expire in March 2035. Tay Valley Lighting (Hampshire) Ltd serves as the service provider, and Enerveo (formerly SSE Enterprise) is the operating sub-contractor.
PFI agreement and charges
The Private Finance Initiative (PFI) Agreement includes a single agreement covering all street lighting sites, streamlining management.
Maintenance costs £39.88 per unit annually (ex VAT), with an additional 8% management fee. Energy costs £0.1228 per kilowatt-hour (kWh) (ex VAT), with a 3% management fee.
Billing occurs in April and October each year, and charges may be subject to annual indexation to account for inflation.
Accrual process
The accrual process ensures that street lighting units are included in the PFI contract.
Developers sign the PFI Agreement document, following guidelines outlined in Technical Guidance Note TG13. After the final unit connection, a pre-accrual inspection is requested.
Units are added to the PFI contract after any necessary remedial work, as per TG13 Table 5.
Ownership details are updated upon scheme adoption.
Mayflower Computerised Management System
The system has individually assigned 'nodes' and monitors each light. The system is able to control light output (dimming and part-night), and automatically reports faults and loss of power.
