A31 Winchester Road, Four Marks - East and West Gateways

Proposal for several improvements to enhance pedestrian safety and accessibility in the area

Scheme overview
To make it easier for people in Four Marks village to get from the north side to the south side, which are separated by the A31 Winchester Road, the scheme proposal would include several improvements to enhance pedestrian safety and accessibility in the area. These improvements would consist of a bus layby, footway enhancements to ensure safe and accessible pedestrian routes, and initiatives to encourage walking and promote a healthier lifestyle.

West Gateway
Footway Extension: Extend the footway from Bishop’s View and create a new footway in the existing verge to link Bishop’s View with eastbound bus services.
Implement localised narrowing near existing lamp columns.  Widen the footway to 2 meters, with 1.6-meter pinch points.
Travelodge Location: introduce a new uncontrolled crossing with narrowed road widths and a central refuge island to access westbound bus services and improve safety for crossing the road. Making the corners at the entrance and exit of the Travelodge less wide. This helps to slow down vehicles, making it safer for both drivers and pedestrians. Include a continuous crossing point over the entrance to the Travelodge. Note: the crossing point location may change following further onsite investigations.
New Uncontrolled Crossing: add a new uncontrolled crossing just east of the eastbound bus services, including narrowing of road widths.
Road Markings: refresh existing road markings within the scheme’s scope.
East Gateway
New Uncontrolled Crossing Tactiles: installing tactiles east of Charters Close and a new refuge island will enhance accessibility to westbound bus services, making it safer for pedestrians, especially those with visual impairments.
Realigning Footway and Relocating Crossing: this proposal aims to improve the footway’s alignment and relocate the existing crossing west of Boyneswood Road. Relocating signage will ensure that the new layout is clear and safe for all users.
Restoring Footway to Full Width: clearing vegetation and soil build-up between Fairlight Gardens and the uncontrolled crossing east of Charters Close will restore the footway to its full width, providing more space and a safer path for pedestrians.
Refreshing Road Markings: updating the existing road markings within the scheme’s scope will enhance visibility and safety for both pedestrians and drivers.

The proposed scheme will be delivered in two phases, Phases 1 early 2025 and Phase 2 Autumn/Winter 2025.
Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
