Hampshire County Council remains committed to delivering mode-shift schemes that will allow residents to walk and cycle in a safe and relaxed environment and this commitment is a fundamental strand of our commitment to be carbon neutral by 2050.
However, analysis of the 2021 consultation feedback showed very strong opinions for and against this scheme, but also that the method used for consultation had not reached some groups of people whose opinions we need to take into account. Given that the scheme remains unfunded it is proposed that the proposals are paused until further engagement and feasibility work can be undertaken to address some of the strong opinions raised. The community will be re-engaged using an approach compliant with the new Department for Transport guidance on engagement which recently changed.

The County Council wants to install measures that the community will support, so your feedback is vital to help inform development of the proposals.

Feedback Survey Results

The report summarises key findings from the feedback survey which took place from 19 July to 15 August 2021. This was an opportunity for local residents and businesses to provide their views on the proposed improvement scheme.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
