Hampshire County Council appointed Milestones Infrastructure Ltd to undertake investigatory highway works to help with the design of the Chapel Hill scheme on Sherborne Road.
The following investigation works were undertaken on 2 December 2024:
- Ground radar surveys to identify underground utilities;
- Drainage jetting (cleansing) and CCTV inspection of existing drainage systems;
- Investigation coring survey; workers will drill small holes in the road to take out samples; (These samples help them understand the road’s condition).
Chapel Hill is a residential area, and the traffic surveys show high volumes of traffic on Sherbourne Road and Vyne Road, with speeds in many locations above the 30mph limit. There are currently no pedestrian priority crossings along either of the roads. A feasibility study was undertaken in 2021 by Atkins with engagement with County and Borough Councillors for the local area, which identified the local improvement to walking facilities enabling greater pedestrian travel to local amenities, schools, and to the railway station. The proposed accessibility improvements focus on pedestrian facilities as identified in Feasibility Study undertaken by Atkins in 2021. These local improvements include two buildouts and a zebra crossing on Sherborne Road, tactile paving at crossing points on Sherborne Road Richmond Road, Merton Road, Cromwell Road, and Burgess Road, and improved lighting on the Railway Underpass at Vyne Road.

Hampshire County Council advertised the public notice for the zebra crossing and the buildouts. The consultation period is now completed, and feedback responses are currently being reviewed and considered before obtaining formal approval through delegated decision prior to the main construction works.

The proposed scheme in the Chapel Hill area will be a package of accessibility improvements within the area shown in this indicative map (Microsoft Sway document). The scheme is currently in detailed design, plans will be available in the near future clearly showing the improvements proposed.
Specifically, we want to:
- Provide more space for people to walk;
- Make the route safer for all road users;
- Improve the local environment and air quality;
- Increase accessibility to local businesses, Oakridge Junior School, The Vyne Community School, town centre and Basingstoke rail station.
Good infrastructure is vital to Hampshire's continued economic prosperity. These improvements aim to make daily travel easier for residents, school children, commuters and will help to enhance safety and increase local opportunities to walk and cycle.

- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
