Emsworth Phase 2 - Improvement Works

Hampshire County Council has appointed Rocon Construction Ltd to carry out phase 2 of the improvement works on Victoria Road, Emsworth, which include the construction of a raised table (gentle speed bump with a flat top), and a new uncontrolled crossing point along Victoria Road, outside Emsworth Primary School. 
The improvements will help slow traffic near the school and create a safer environment for everyone in the school community and people with mobility needs. Please view the improvements and location plan.

The planned works include:

  • building up the road using new materials to make a flat section that is slightly higher than the rest of the road
  • installing ramps on both sides
  • road markings
  • addition of low knee railings and bollards
  • drainage
  • tactile (bumpy) paving at the uncontrolled crossing point

Works will start on 28 July 2025 and expected to complete on 2 September 2025. The permitted working hours will be from 7.30am to 4:30pm, Monday to Friday, excluding bank holidays.

Parking Bay Suspension - Victoria Road

Parking bay suspension will be in place along Victoria Road for the duration of the works. Suspension notices and signage will be clearly displayed on site. For details of the exact location, please view plan (MS Sway Document).

Advanced warning signs will be in place two weeks prior to the works. There will be a temporary closure on Victoria Road. Please see the diversion route on Causeway One.Network.

Phase 1 - Improvement Works Completed

Hampshire County Council appointed Mays Construction Ltd to carry out drainage and footway improvements on Bridge Road and Victoria Road as part of Phase 1 of the scheme. Please see the improvements and location plan<(Microsoft Sway).

Phase 1 works completed in December 2024, included:

  • the bellmouth narrowed at the Bridge Road junction (the entrance to Bridge Road has been made smaller, so that vehicles now have to turn more slowly and carefully).
  • drainage has been improved.
  • the pavement has been widened and resurfaced on Victoria Road.
  • lighting column and telegraph pole on Victoria Road has been relocated.
Funding Arrangements

Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
