Scheme overview

This scheme aims to make it easier for people to walk, wheel and cycle by removing or improving barriers along routes. Features such as guard rails, staggered barriers, bollards and signs can narrow paths and restrict access. This can make routes difficult or impossible to use for some people, including wheelchair users, people using mobility scooters or pushchairs, and those with cargo bikes.

Where possible, barriers will be removed entirely. In some locations, they may be replaced with more accessible alternatives that still allow space for a wider range of users.

The barriers included in this scheme were identified through a county-wide engagement exercise in late 2024. Residents and stakeholders were invited to share barrier locations by marking them on an online map. Further information is available on this webpage.

Due to the large number identified, a prioritisation process was carried out to focus on those that could be improved using the available funding. Most of the selected barriers are in Fareham, with a small number located nearby in Gosport.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
