A trial scheme was undertaken ahead of the installation of any permanent features. This trial was designed to gauge the effectiveness of having permanent traffic calming measures in terms of the spacing of the measures and the impact on speeding traffic along both Forest Road and the nearby Hambledon Road. The trial scheme, which was located on Forest Road between its junctions with Southwick Road and Forest Mead, commenced on Monday 25 September 2023 for two weeks. The trial utilised temporary measures such as barriers and traffic signs, and the exact locations of these features were subject to a Road Safety Audit assessment to ensure there will be no safety implications.
Detailed results of the trial scheme, which will be shared through the Parish Council newsletter (Denmead Scene), show an average decrease of 2.4mph in terms of traffic speeds along Forest Road. While the data correspondingly shows traffic volumes have increased on the approach to the village using Hambledon Road, it also shows an increase along Forest Road. This is broadly in-line with the increase in traffic volumes across Hampshire when compared with pre-pandemic levels (based on a Department for Transport statistics) and not directly related to the trial scheme.
Considering all the data and the impact of the trial, the scheme to implement permanent build-outs along Forest Road is proposed to go ahead. However, in response to feedback received during the trial, the build-out located closest to the double roundabout will be re-located. Hampshire County Council has progressed the design for traffic calming measures along Forest Road to reduce vehicle speeds. A consultation was carried out by Denmead Parish council to seek residents views on their preference for build-out’s or pinch points option to be implemented to reduce vehicle speeds. The results from the consultation showed that residents were in favour of build-out option. The scheme is proposing to implement build-out’s and other speed reduction measures at various locations along Forest Road.

Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
