Hampshire County Council has appointed Rocon Contractors Ltd to carry out improvement works to create a new crossing point for pedestrians on the A3013 Cove Road. The crossing will be located approximately 25 metres east of the junction with Southwood Lane.
These works form part of the Hart Green Grid project, which aims to improve pedestrian and cycle connections between Fleet Pond, Hartland Country Park, and Bramshot Country Park.To improve safety and visibility along this stretch of road, the speed limit on the A3013 Cove Road has been reduced from 50mph to 40mph following safety checks.The construction works will include:
- 2-metre-wide pavements on both sides of the road
- Installation of tactile and hazard paving
- Road resurfacing and refreshing road markings
- Installation of bollards & signage
The works started on Tuesday 26 May for approximately eight weeks. Permitted working hours are between 9:30am to 4:30pm Monday to Friday. Night works will be required between 7pm and 6am towards the end of the works for resurfacing.
For the safety of the public and workers, temporary two-way traffic lights will be in place for the duration of the works. The public right of way on Cove Road will be temporarily suspended during this time. Advance warning signs will be in place and emergency vehicle access to properties will be maintained at all times.

The scheme proposal forms part of the Hart Green Grid project, it will provide an uncontrolled crossing point and short stretch of footway on Cove Road to connect Southwood Lane with Right Of Way 724 (refers to a designated path or track that allows public access across private land. These rights of way are essential for people walking, cycling and other users to navigate the countryside). Please see the improvements and location plan.

- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
