We are seeking feedback from the local community and regular users of bus services 1 and 3 on proposed changes to New Street, Basingstoke. The survey is live from noon on Monday 9 June and closes at 11:59pm on Sunday 3 August.

These proposals include:

Scheme overview

Bus services 1 and 3, which connect Brighton Hill and South Ham to Basingstoke Town Centre, often face delays due to congestion at Eastrop Roundabout and other busy junctions along New Road. These delays lead to unreliable journey times, making it harder for people to choose the bus as a convenient travel option.

As part of the Hampshire Bus Service Improvement Plan (BSIP), we are working to make bus travel more reliable, accessible, and attractive - supporting healthier, more sustainable ways of getting around. To help achieve this, Hampshire County Council is proposing a series of improvements to New Street:

  • A new southbound bus lane between Timberlake Road and Winchester Road to prioritise public transport and reduce delays.
  • A new pedestrian crossing near Victoria Street, making it safer and easier for people to cross the road on foot or using mobility aids.
  • Raised road surfaces and narrowed entrances at Joices Yard to slow traffic and create a more comfortable, people-friendly environment.

These changes aim to make New Street a place where walking, wheeling (using a wheelchair or mobility scooter), cycling, and public transport are safe, convenient, and appealing for everyone.

With the new bus lane in place, bus services 1 and 3 would be rerouted to avoid Eastrop Roundabout, instead travelling via Churchill Way (or Alencon Link) and Timberlake Road, then using the new bus lane to reach Winchester Road/Sarum Hill. This would improve journey times and reliability.

As part of this proposal:

  • Bus services 1 and 3 would no longer stop at the Magistrates Court and Victoria Street bus stops on New Road.
  • Passengers heading towards Brighton Hill or South Ham could board at the Bus Station, or at stops on Winchester Road or Sarum Hill (Winton Square).

These proposals are part of our wider ambition to create healthier, more inclusive streets that work better for everyone whether you are walking, wheeling, cycling, or taking the bus.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
