Hampshire County Council appointed Rocon Contractor Ltd to carry out improvements works on Rownhams Lane close to Hoe Lane junction in North Baddesley. Please see the before and after visuals.
- construction of new pinch point (a short narrow section of the road) at the existing uncontrolled crossing with bollards: help to protect pedestrians crossing by creating a physical barrier between them and passing vehicles
- kerbing and installation of tactile (bumpy) paving: tactile paving aids visually impaired pedestrians by providing a textured surface that can be felt underfoot
- refresh of road markings and signage, the two existing School Crossing Patrol signs were replaced with the current school advisory 20mph signs
- resurfacing of Hoe Lane junction
- painting the road red at the pinch point and installation of new cycle signage which helps to support people that cycle to travel through the narrowed section safely.

The proposal for this scheme is to upgrade the existing school crossing patrol point near the Hoe Lane junction and introduce measures to encourage drivers to slow down. The scheme will also reduce the crossing distance for pedestrians. Together, these improvements aim to make crossing at the current location safer and more accessible, while enhancing overall walkability in the local area. Please view the location plan.
- Funding Arrangements
- Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
