Traffic Enforcement Overview

Hampshire County Council has been seeking residents’ and stakeholders’ views on proposed locations where civil enforcement of restrictions involving moving traffic on the highway could be applied.
Civil enforcement would initially be undertaken at ten sites using established Automatic Number Plate Recognition (ANPR) camera technology. Fines would be sent by post to road users who continue to ignore restrictions.

These measures are proposed at:

  1. Station Hill, Winchester – Bus Gate
  2. Alencon Link, Basingstoke – Pedestrian Zone (with an exception for buses)
  3. Norn Hill, Basingstoke – Bus Gate
  4. Waterlooville Precinct, Waterlooville – Prohibition of Driving and Pedestrian Zone (except for buses and loading/unloading)
  5. Leigh Road junction with M3 Southbound Slip Road, Eastleigh – Yellow Box Marking
  6. Staplewood Lane junction with A326 Marchwood By-pass – Prohibition of Right Turn
  7. A325 Farnborough Road, junction with Empress Avenue/Napoleon Avenue, Farnborough– Prohibition of Right Turn
  8. White Hart Lane, Portchester Community School, Fareham – School Keep Clear Marking
  9. Hart Plain Avenue – School Keep Clear Markings
  10. A3057 Alma Road, Romsey (outside fire station) – Yellow Box Marking

The consultation ran from 14th February 2022 until the 27th March 2022 and we were pleased to receive over 400 separate comments.  We are currently compiling an FAQ to answer the most commonly raised questions.  Thank you for your feedback, the data is currently being analysed and a report with the results will be published shortly.
