The procurement process has been completed, and the ANPR cameras and their infrastructure are installed on the highway network at the trial locations. Supporting infrastructure, including highway camera signs, has been installed and accompanies the operational cameras for enforcement. Additionally, the back-office software has been integrated with Hampshire County Council's systems.

Hampshire County Council asked for residents’ and stakeholders’ views on proposed locations where civil enforcement of restrictions involving moving traffic on the highway could be applied. The consultation ran between 14 February and 27 March 2022 and Hampshire was granted it’s Civil Enforcement powers in July 2022. Civil enforcement is initially proposed for nine sites using established Automatic Number Plate Recognition (ANPR) camera technology. Fines will be sent by post to road users who continue to ignore restrictions.
These measures are proposed at:
- Station Hill, Winchester – Bus Gate
- Alencon Link, Basingstoke – Pedestrian Zone (with an exception for buses)
- Norn Hill, Basingstoke – Bus Gate
- Leigh Road junction with M3 Northbound Slip Road, Eastleigh – Yellow Box Marking
- Staplewood Lane junction with A326 Marchwood By-pass – Prohibition of Right Turn
- A325 Farnborough Road, junction with Empress Avenue/Napoleon Avenue, Farnborough– Prohibition of Right Turn
- White Hart Lane, Portchester Community School, Fareham – School Keep Clear Marking
- Hart Plain Avenue – School Keep Clear Markings
- A3057 Alma Road, Romsey (outside fire station) – Yellow Box Marking
