High Street, West End Accessibility Improvements

Scheme overview

Hampshire County Council is developing a scheme to improve accessibility, remove barriers to movement, enhance road safety, and encourage walking and cycling in West End village centre. The proposals aim to create a more inclusive environment for all users while supporting the long-term vitality and viability of West End High Street.

The scheme is currently in the Detailed Design stage. Subject to approvals and funding, construction is anticipated to commence in Summer 2027.

Scheme Proposals

The proposed improvements include:

  • A new signal-controlled crossing west of Orchards Close making it safer and easier for people to walk, wheel (wheelchair / mobility scooter users) and cycle across the road.
  • New uncontrolled pedestrian crossing points at several locations throughout the scheme area.
  • A new one-way traffic system on Lower New Road.
  • Raised junction crossings at Lower New Road and Upper New Road.
  • Wider pavements on both sides of the High Street, where space allows.
  • Resurfacing works along the High Street and sections of adjoining side roads.

Traffic Regulation Orders

As part of the scheme, Hampshire County Council is also proposing a number of Traffic Regulation Orders (TROs), which would include:

  • Changes to existing parking restrictions and the introduction of new restrictions where necessary to support road safety and accessibility.
  • A reduction in the speed limit from 30mph to 20mph within the High Street and surrounding side roads.

This was an opportunity for local residents and businesses to provide their views on the proposed improvement scheme. You can still read the information pack. The feedback from this engagement has been used to inform the next stage of scheme design.

Funding Arrangements
Funding for the transport capital delivery schemes is separate from the County Council’s revenue budget and savings proposals. In the majority of cases funding comes from external grants and / or Section 106 contribution from developers. This funding usually has conditions that strictly control on how, where and when it can be spent.
