Hampshire County Council as the Highway and Transport Authority for the boroughs of Fareham and Gosport has developed a draft Transport Strategy and Action Plan setting out proposed transport improvements in the Fareham and Gosport areas up to 2050. The Strategy has been developed in line with Hampshire’s Local Transport Plan (LTP4).
The draft strategy outlines the transport challenges and opportunities and proposes broad themes to deliver the vision and outcomes within the next 25 years.
The Strategy considers all forms of transport in the boroughs – walking and wheeling (using a wheelchair or mobility scooter), cycling, road, rail and ferry – and identifies actions in different locations.
What is being proposed?
The draft Transport Strategy for Fareham and Gosport proposes an Action Plan of over 70 schemes across five transport modes (walking, cycling, bus, rail and ferry) under 5 strategy themes:
Theme 1: Improve public transport and cycling along the A27 (east-west) and Eclipse BRT (north-south) corridors:
- Bus priority and journey time improvements
- Extend the Eclipse busway
- Upgrade bus stops and shelters and include real time bus departure screens
- Renew Fareham bus station
- Mobility hubs at Fareham and Gosport
Theme 2: Improve connections to Portsmouth, Southampton, London and other destinations by rail, bus and ferry:
- Improve walking, cycling and bus access to rail stations at Portchester, Fareham and Swanwick
- Improve bus services towards Portsmouth and Southampton
- Enhance ferry services and explore new services for development sites on the Haslar peninsula
- Support rail infrastructure upgrades for journey time improvements
Theme 3: Ensures new developments support sustainable travel:
- New bus routes to Welborne, Daedalus and Haslar
- Locate new developments with good access by sustainable modes
- Develop a car parking strategy to make town centres more accessible by all modes
- Maintain traffic flows on and off the Gosport peninsula on key routes to M27
Theme 4: Promotes healthier travel choices and infrastructure upgrades:
- Gosport as a cycling exemplar town
- Create people-centred neighbourhoods prioritising walking, cycling, and public transport over car use
- Deliver priority cycle routes and improve walking and cycling routes to town and local centres
- Deliver new pedestrian and cycle crossings
- Improve the pedestrian areas in Fareham and Gosport town centres
- Partner with Public Health and schools to encourage walking, wheeling and cycling
- Investigate modal filters which close the road to motor vehicle traffic to prioritise those walking and cycling
Theme 5: Supports use of buses, bikes, scooters and electric fuelled vehicles, as part of delivering cleaner air:
- Deliver electric vehicle charging infrastructure
- Continue the roll out of more battery electric buses
- Extend the e-bike sharing schemes across Gosport
- Air quality monitoring
