Petition for Access-Only and 20mph restrictions on Clifton Road, Winchester

Thank you for your recent email and petition stating your concerns in Clifton Road/North View.
As you are aware, the monitoring of the Clifton Terrace scheme has been undertaken and the report was published on the scheme website. I note that there are temporary Network Rail works currently being undertaken to the Upper High Street rail bridge which may also be causing more traffic issues in the area. The suggestion of an “access only” for Clifton Road would need further investigation and I will forward this to the relevant team for consideration. The use of ANPR CCTV enforcement cameras is generally only used for bus lane/bus gate enforcement in the County and therefore it would be unlikely that we could provide this. At present, your request for a pedestrian crossing would also need to be considered along with other similar requests we receive throughout the County, due to dedicated funding that would be required.
At present, this would need to be considered separately from the Clifton Terrace crossing project. We will endeavour to update you in due course, and I hope this information has been helpful.
