Petition - We demand street lighting and better maintenance on Andover Road North, Winchester

The County Council supports the installation of lighting in areas such as Andover Road North, where such provision is deemed to be in the best interests of the local community, from either a road safety or personal security point of view. However, the costs of providing such a scheme would be significant and would require capital funding, which is not currently available. The eventual closure and redevelopment of Andover Road North as a minor service road will fundamentally alter the character, and use, of the road with the majority of pedestrian and vehicle traffic being routed through the new Kings Barton development. As such, provision of lighting now would be premature. It is possible the provision of lighting may be reconsidered once the new through road is opened to highway traffic and the existing road closed. This will still, however, be dependent on the necessary funding being made available.
Andover Road North is subject to regular inspection; at three monthly intervals, to identify and arrange routine repairs to defects that will affect the safety of highway users. The need for major maintenance work, such as complete resurfacing, is identified from these and other condition surveys, with schemes being assessed and prioritised to ensure that the limited resources are directed appropriately.
