Hampshire Prevent Partnership Board

The Hampshire PREVENT Partnership Board is made up of a wide range of organisations across Hampshire whose remit is to oversee, coordinate and monitor PREVENT work at the local level.

The Board is chaired by Hampshire County Council, and it has produced a local strategy and multi-agency action plan.

Role and purpose of the Board

The Counter-Terrorism and Security Act introduced the Prevent duty guidance which requires the local authority and other specific bodies to act to "prevent people from being drawn into terrorism".

Local authorities have a central role in delivering the Prevent duty and ensuring their community understands the risks of radicalisation. They are requires to have "due regard" to the duty in the following areas:

  • awareness of the risks of terrorism
  • leadership
  • working in partnership
  • staff capabilities
  • sharing information

The Hampshire PREVENT Partnership Board meets every three months to monitor progress against the agreed action plan.

Objectives

Provide a consistent and coordinated response across Hampshire

The Board responds to the ideological challenge of terrorism and the threat posed by those who promote it.

Provide leadership and direction

The Board provides leadership and direction across the area on PREVENT issues, including the development and publication of a local strategy and action plan.

Organise and facilitate meetings

The Board organises and facilitates multi-agency Prevent Board meetings.

Address the Prevent agenda

The Board ensures that the Prevent agenda is addressed as appropriate in other relevant strategic plans and strategies.

Oversee Prevent activity across the area

The Board ensures that any Prevent activity is consistent with the aims of the national strategy, as well as the statutory requirements and guidance.

Ensure frontline staff have a good understanding of Prevent

The Board ensures that frontline staff are trained to recognise vulnerability to being drawn into terrorism, and that they are aware of available programmes to deal with this issue.

Act as a mechanism for holding local agencies to account

The Board will act as a mechanism for holding local agencies to account for their work aimed at reducing the risk of people becoming radicalised or supporting violent extremism; ensuring this work is effective, coordinated and based on strong partnership working.
