1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. To consider a report of the Director of Environment providing an update on housing affordability in Hampshire in light of the latest update by the Joseph Rowntree Foundation which provides a useful comparison of housing affordability based on house prices and household incomes.
9. SPEED MANAGEMENT REVIEW (Report herewith)
To consider a report of the Director of Environment detailing a proposed review of speed management including traffic calming and other methods of speed control. The report also invites Member nomination to participate in the review.
10. TRANSPORT CAPITAL PROGRAMME 2004/05 PROGRESS AND PROGRAMME AMENDMENTS (Report herewith)
To consider a report of the Director of Environment detailing 2004/05 programme amendments which are proposed to reflect slippage in the programmes and variations in costs in some schemes.
11. " WORKING TOGETHER" WITH STREET LIGHTING CONTRACTOR
(Report herewith)
To consider a report of the Director of Environment identifying the advantages and benefits to the County Council of working closer with the street lighting contractor Southern Electric Contracting Limited (SEC) and proposed changes.

To consider a report of the Chief Executive and Director of Environment setting out issues which the Committee may wish to discuss at future meetings.
