1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. To consider a report of the Director of Environment on the proposed establishment of a Joint Committee for the South Downs as an interim arrangement pending a decision on the future administration of the South Downs.

To consider a report of the Director of Environment on the proposed establishment of a River Hamble Harbour Board to discharge the County Council's responsibilities as Harbour Authority.

To consider a report of the Chief Executive detailing progress with the implementation of the provisions of the Children Act.

RECOMMENDATION:
That, by virtue of the following Paragraphs of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for the consideration of the following items:
