    All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed.

5. AGENCY ARRANGEMENTS FOR HIGHWAY VERGE MAINTENANCE WORK CARRIED OUT BY DISTRICT COUNCILS AS AGENTS FOR THE COUNTY COUNCIL (Report herewith)

    To consider a report of the Director of Environment updating Members on the new agency arrangements for highway verge maintenance made between the County Council and the district councils for work including grass cutting, shrub bed maintenance, hedge trimming and tree maintenance.

6. PROGRESS UPDATE ON SCHEMES IN THE CAPITAL PROGRAMME (Report herewith)

    To consider a report of the Director of Environment updating progress on transport schemes within the 2004/05 Capital Programme and schemes for the 2005/06 Capital Programmes that have been approved by the Executive Member for Environment on 21 January 2005.

7. HIGHWAY MAINTENANCE AND MINOR CAPITAL WORKS

    To consider a report of the Director of Environment outlining progress with regard to the 2004/05 Highway Maintenance and Minor Capital Works Programmes and proposals for future programmes and details of the 2005/06 Highway Maintenance Budget and Programme.

8. TRAFFIC MANAGEMENT PROGRAMMES 2004/05 AND 2005/06

    To consider a report of the Director of Environment covering the main programmes of traffic management work in the Winchester area in 2004/05 and 2005/06. The schemes included are the revenue funded Traffic Regulation Orders (TROs) and signing and lining schemes, together with capital funded rural traffic calming schemes promoted in partnership with the Parish Councils

9. CASUALTY REDUCTION PROGRAMMES (Report herewith)

    To consider a report of the Director of Environment outlining progress on the Hampshire County Council and Hampshire and Isle of Wight Safety Camera Partnership casualty reduction programmes for 2004/05 and into 2005/06.

10. TRAVEL PLAN PROGRAMMES (INCLUDING SAFER ROUTES TO

SCHOOLS) (Report herewith)

    To consider a report of the Director of Environment providing a progress update on the workplace, school, and personalised travel planning programmes for the Winchester area. It also includes an update on the Safer Routes to School programme for schemes within the Winchester area.

11. WINCHESTER PARK AND RIDE BUS SERVICES AND MIRACLES

PROJECT (Report herewith)

    To consider a report of the Director of Environment detailing the new Park and Ride bus service to Romsey Road, starting on 7 March 2005 and an update on part of the Miracles project.

12. OTHER HIGHWAY RELATED PROGRAMMES (Report herewith)

    To consider a report of the Director of Environment detailing the programmes for Hampshire Villages Initiative and Country Towns Initiative, Intelligent Transport Systems, Bridgeworks, Development Related Works, Recreational Cycling and Street Lighting.
