1. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

6. VISIT OF THE HIGHWAYS AGENCY
(a) To receive a presentation from the Highways Agency on its 2005/06 works
programme and indicative schemes for future years.
(b) To receive a Briefing Note of the Director of Environment which provides
Members with background information to the Area 3 Motorway and
Trunk Road Commission, explains the role of Hampshire County Council staff
involved in Area 3 and outlines the roles and responsibilities of other
organisations involved in the Commission. (Briefing Note herewith)
7. TERM MAINTENANCE CONTRACT (RAYNESWAY) HIGHWAY
PERFORMANCE (Report herewith)
To consider a report of the Director of Environment on the progress of the Term
Maintenance Contract over the past year and summarises the performance of the
contractor Raynesway Construction Southern, the results of the public surveys
relating to the service, partnering initiatives and the future of the contract.
8. SOUTH EAST PLAN - CONSULTATION ON DRAFT DISTRICT LEVEL
HOUSING FIGURES (Report herewith)
To consider a report of the Director of Environment which describes the process for
formulating the draft District level housing figures, puts forward the figures which
are proposed for public consultation and proposes how that consultation should be
conducted, to be considered by Cabinet as a key decision at its meeting on
25 July 2005.
9. HAMPSHIRE MINERALS AND WASTE DEVELOPMENT FRAMEWORK
`CORE' - PLANNING STRATEGY - `ISSUES AND PREFERRED OPTION'
CONSULTATION PAPER (Report herewith)
To consider a report of the Director of Environment which sets out the background
to the process for developing a minerals and waste core planning strategy and how a
consultation paper on Issues and Options is required. The report outlines the
principal issues that are addressed in the consultation paper and recommends that it
be published for public comment, to be considered by Cabinet as a key decision at
its meeting on 25 July 2005.
10. BUS SUBSIDIES 2005/06 BUDGET (Report herewith)
To consider a report of the Director of Environment which considers proposals for
managing cost pressures on the 2005/06 Bus Subsidy Budget, to be considered by
the Executive Member for Environment : South Hampshire and Resource
Management as a key decision at his meeting on 26 July 2005.
11. PASSENGER TRANSPORT STRATEGY (Report herewith)
To consider a report of the Director of Environment which sets out the Passenger
Transport approach in the second Local Transport Plan. It also outlines the likely
financial pressures in the next few years and broad options for managing future
budget pressures, together with an indication of pilot work under way to optimise
the future deployment of resources.
12. EQUALITY AND DIVERSITY PERFORMANCE (Report herewith)
To receive a presentation and a report of the Director of Human Resources on the
Members' role in supporting the implementation of the Equality Plan and Race
Scheme, considered by Cabinet at its meeting on 23 May 2005.

To consider a report of the Chief Executive and Director of Environment setting out
issues which the Committee may wish to discuss at future meetings.
