4. RESPONSE TO TEST VALLEY LOCAL PLAN REVIEW INSPECTORS REPORT :PROPOSED PLAN MODIFICATIONS - SIR HAROLD HILLIER GARDENS To consider the report of the Director of Property, Business and Regulatory Services seeking approval to the formal responses that have been made to the formal modification proposed by Test Valley Borough Council to the Inspectors report into the Public Inquiry into its Local Plan. 5. COASTAL CAPITAL PROGRAMME To consider the report of the Director of Environment seeking approval to the capital programme for coastal capital schemes and projects in 2006/07. 6. CHILDREN'S SERVICES CAPITAL PROGRAMME ISSUES To consider the report Director of Children's Services seeking approval on proposed changes to the Children's Services capital programme and related issues. 7. APPPOINTMENTS TO OUTSIDE BODIES To consider the report of the Chief Executive concerning appointments to the Mid Hampshire Primary Care Trust and the Hangar Farm Arts Centre Management Consultative Committee. 8. MICHAEL AUSTIN HARLICK MEMORIAL FUND To consider the report of the Director of Children's Services on trophy grants as recommended by the Michael Austin Harlick Memorial Fund for young people in sport. |
9. EXCLUSION OF PRESS AND PUBLIC
9.1 Recommendation
That in relation to items 10, 12, 13 & 14 the public be excluded from the meeting, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the items there would be disclosure to them of exempt information within Paragraphs 1, 2 & 3 of Part 1 of Schedule 12A to the Local Government Act 1972, and further that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the report.
9.2 Recommendation
That in relation to item 11, the public be excluded from the meeting during the following item of business, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during that item, confidential information would be disclosed to them in breach of the duty of confidence.

10. FORMER ALTON LIBRARY SITE
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval to the sale of the former Alton Library site to the preferred purchaser and for negotiations to be held with the selected developer to secure further design improvements to the proposed scheme of development and the grant of detailed planning consent.

11. FINANCIAL ASSISTANCE FOR TALENTED YOUNG PEOPLE IN SPORT
To consider the confidential report of the Director of Children's Services on proposed financial assistance for young people in sport.
12. YEW TREE COTTAGE, STOCKBRIDGE
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval for the purchase of a suitable dwelling in Stockbridge for occupation by the present secure tenants of the County Council's Yew Tree Cottage and to the subsequent disposal of Yew Tree Cottage on the open market.
13. ACCESS AND SERVICING AGREEMENT FOR COUNTY COUNCIL LAND AT THE MOUNT HOSPITAL, BISHOPSTOKE
To consider the exempt report of the Director of Property, Business and Regulatory Services seeking approval for steps to protect the County Council's property interests at The Mount Hospital Site, Bishopstoke.
