PROJECT APPRAISAL: REGENERATION OF OLDER URBAN AREAS - ENVIRONMENTAL IMPROVEMENTS TO CHURCH END GREEN, YATELEY

To consider the report of the Director of Environment detailing a project appraisal for environmental improvements for Church End Green, Yateley, including improvements to Reading Road, pedestrian footpaths, the village green, lighting and other general improvements

FRAMEWORK CONTRACT : PROJECT INTEGRA - DOORSTEPPING ACTIVITIES AS PART OF BEHAVIOURAL CHANGE STRATEGY FOR PUBLIC ENGAGEMENT ON RECYCLING

To consider the report of the Director of Environment concerning an extension to the existing framework contract for delivery of monitoring and door stepping work over a two year period, with the option to extend for a further year, up to a maximum value of £1.5m.

To consider the report of the Director of Property, Business and Regulatory Services detailing a project appraisal for extensions and alterations to Highfield House, Bishopstoke, a residential respite unit that provides care for adults with learning disability.

CURDRIDGE PRIMARY SCHOOL

To consider the report of the Director of Property, Business and Regulatory Services detailing a project appraisal for enhancements to provide a new library/resource space and a group room, as well as two permanent classrooms.

HARDLEY SCHOOL AND SIXTH FORM, HOLBURY

To consider the report of the Director of Property, Business and Regulatory Services detailing a project appraisal for a new four court Sports Hall and changing facilities.

MICHELDEVER CE PRIMARY SCHOOL

To consider the report of the Director of Property, Business and Regulatory Services detailing a scheme to replace the temporary buildings with three purpose-built classrooms and a new hall.

PORTCHESTER COMMUNITY SCHOOL, FAREHAM

To consider the report of the Director of Property, Business and Regulatory Services detailing a scheme to provide improved fire evacuation facilities, refurbished and upgraded science laboratories and a new performance space by way of internal alterations. In addition the scheme will also provide improved accessibility around the site and car parking facilities.

To consider the report of the Director of Property, Business and Regulatory Services detailing a scheme to provide enhanced vehicular and pedestrian circulation, which will improve site safety and accessibility.

STRATEGY FOR THE BUILT ESTATE

To consider the report of the Director of Property, Business and Regulatory Services identifying the key objectives against the Strategy for the Built Estate for the coming financial year and against this framework set out the proposals for the revenue maintenance, capital repairs and NDS funds.

CAPITAL REPAIRS 2006/07 (Report to follow)

To consider the report of the Director of Property, Business and Regulatory Services confirming the level of commitment against 2006/07 allocations, outlining the main budget issues for 2006/07 and beyond .

REVENUE REPAIRS BUDGET 2005/06 and 2006/07

To consider the report of the Director of Property, Business and Regulatory Services updating Members on the revenue budget position for 2005/06 and confirming the budget allocation for 2006/07.

17.

NEW DEAL FOR SCHOOLS (NDS) (CONDITION) FUNDING 2006/07 AND 2007/08

To consider the report of the Director of Property, Business and Regulatory Services outlining progress made against the current NDS programme for 2005/06, which was considered by the Panel in April 2005 and seeking agreement to proceed with a further programme of NDS Condition projects for 2006/07.

PROCUREMENT INITIATIVES

To consider the report of the Director of Property, Business and Regulatory Services summarising the actions taken during 2005/06 and setting out a number of procurement development objectives for 2006/07 and beyond.

19.

ASHBURTON COURT - PROGRESS REPORT - KEY ISSUES

To consider the report of the Director of Property, Business and Regulatory Services identifying the key issues which will emerge on this project and outlining how the project will develop given its importance and scale. It is also recommended that the Panel meet on a more frequent basis to take forward to the Executive Member for Policy and Resources a range of issues for decision.

COUNTY SUPPLIES - CONTRACTING ACTIVITY

To consider the report of the Director of Property, Business and Regulatory Services detailing the expected programme of contracting activity to be undertaken by County Supplies and the Corporate Procurement team for the period through to September 2007.

22.

EXCLUSION OF PRESS AND PUBLIC

RECOMMENDATION:

That in relation to items 23 and 24 the public be excluded from the meeting, as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the items there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972, and further that in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, for the reasons set out in the report.

BASING VIEW, BASINGSTOKE - RE-DEVELOPMENT PROPOSALS AFFECTING COUNTY COUNCIL OWNED LAND

To consider the confidential report of the Director of Property, Business and Regulatory Services concerning the possible inclusion of County Council owned land within a major development town centre regeneration scheme in Basingstoke and seeking approval to negotiate with the Basingstoke and Deane Borough Council and prospective developers on the planning, design and heads of terms for the inclusion of any County Council land and property within the project and provision of a revised highway layout.

24.

CHINEHAM ENERGY RECOVERY FACILITY - ARCHITECTURAL ENHANCEMENT

To consider the confidential report of the Director of Environment, County Treasurer and Chief Executive concerning contractual matters associated with the Chineham Energy Recovery Facility.
