1. APOLOGIES FOR ABSENCE

To receive any apologies for absence.

2. DECLARATIONS OF INTEREST

All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

3. MINUTES

To confirm the Minutes of the meeting of the Committee held on 10 April 2006.

4. CHAIRMAN'S COMMUNICATIONS

To receive any communications the Chairman may wish to make.

5. DEPUTATIONS

To receive any deputations notified under Standing Order 21.

6. ACCREDITED COMMUNITY SAFETY OFFICERS

To consider the report of the Director of Property, Business and Regulatory Services. It is expected that Councillor Goff Beck, New Forest District Council, will attend in order to give evidence.

7. MARINE BILL

To consider the report of the Director of Environment on the County Council's proposed response to consultation on the Marine Bill.

8. RISK TO CHILDREN AND YOUNG PEOPLE

To consider the report of the Director of Children's Services in response to the scrutiny study undertaken last year.

9. NEW SCRUTINY ARRANGEMENTS

To consider the way forward in the light of the structure and terms of reference endorsed by the County Council on 11 May and to consider topics for future scrutiny. A copy of the terms of reference is attached.

10. IT SCRUTINY - PROGRESS

To consider a progress report from Councillor Baulk.

11. REVIEWS PROGRAMME

To consider the report of the Chief Executive on progress with the remaining Best Value and service reviews.
