All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

3 ITEM FOR CONSIDERATION

(a) 2007/08 to 2009/10 - Provisional Revenue Budget and Capital Programme Guidelines

To consider a report of the County Treasurer giving details of the process and the times at which the Committee might most effectively scrutinise the budget and significant financial issues. Attached as an appendix is the report adopted by Cabinet on 25 September 2006 which gives the background, together with other relevant financial information.

(b) Possible Topics for Work Plan of the Committee

To consider a schedule prepared by the Chief Executive setting out a range of topics, in provisional priority order, which emerged from the briefing for the new Committee held on 11 September. To that have been added a few topics which have emerged since then, and any topics related to Human Resources which derive from the recent briefing will need to be added. The Committee are then asked to confirm the priority order and determine which topics should be the subject of more in-depth investigation.

4 THEMATIC WORK GROUPS

To consider issues relating to past, present or future task and finish thematic work groups.

(a) Outcomes - ICT Scrutiny

The former Policy and Resources Scrutiny and Select Committee established a Panel under the Chairmanship of Councillor Baulk to look in detail at various aspects of ICT. That Panel reported in January 2006 with recommendations that were adopted, and the Committee commissioned Councillor Baulk as e-champion to undertake further research on ICT related subjects, particularly the relationships between central and departmental ICT structures. Councillor Baulk's report setting out his conclusions is attached.

(b) Responses, Monitoring and Follow-Up - Scrutiny Study into Project Integra and Waste Management

It is hoped that responses from the Executive Member for Environment and Project Integra, arising from the recommendations adopted by the County Council in December 2005, will be put before the December meeting of the Committee to enable them to monitor the outcome of this scrutiny study undertaken by the former Policy and Resources Scrutiny and Select Committee.

5 PROPOSALS FOR TASK AND FINISH WORK GROUPS

To consider a report of the Chief Executive listing requests from the other four Policy Review Committees for task and finish groups to undertake detailed in depth study of specific topics and to rank those in order of priority.
