2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

5. CORPORATE PERFORMANCE REPORT - 2006/07 HALF YEAR RESULTS
To consider a report of the Chief Executive providing an analysis of corporate performance for the half year ended 30 September 2006 based on information drawn from departmental performance summaries for the same period.
6. BUSINESS IMPROVEMENT DISTRICT (BID) FOR WINCHESTER
To consider a report of the Chief Executive seeking support for the development of a Business Improvement District (BID) for Winchester City and County Council involvement in the development of the associated Business Plan.
7. BUDGET AND CAPITAL PROGRAMME GUIDELINES
To consider a report of the County Treasurer reviewing consultation feedback on budget options, providing an update on relevant Government announcements since September, and on progress in developing plans to achieve pay and benefits realisation savings in 2007/08.
8. NEW LOOK LOCAL GOVERNMENT PENSION SCHEME 2008
To consider a report of the County Treasurer detailing the latest developments with the `new look' Local Government Pension Scheme.
9. GUIDANCE FOR SETTING LOCAL SPEED LIMITS
To consider a report of the Director of Environment reviewing the recently published Department for Transport guidance on the setting of local speed limits, and recommending a policy for the assessment and consistent application of speed limits on roads throughout the county.
10. ADULT SERVICES FINANCIAL RECOVERY PLAN 2007/08

To consider a report of the Director of Adult Services providing an update on, and seeking agreement on the way forward, in respect of the department's financial recovery plan for 2007/08.
