2 REVISED TRANSPORT CAPITAL PROGRAMME 2006/07 AND PROPOSED ENVIRONMENT CAPITAL PROGRAMME 2006/07 AND PROPOSED ENVIRONMENT CAPITAL PROGRAMME 2007/08 TO 2010/11
To consider the report of the Director of Environment and County Treasurer on changes to the current year's transport capital programme and on the forward environment capital programme for the next four years.
3 ENVIRONMENT DEPARTMENT GRANTS FOR VOLUNTARY AND COMMUNITY SECTOR SERVICE PROVISION
To consider the report of the Director of Environment on revised arrangements for grant payments to environmental service providers and community transport operators.
4 PROJECT APPRAISAL MONXTON ROAD, ANDOVER - JOHN HANSON SCHOOL - CYCLE TRACK/FOOTPATH
To consider the report of the Director of Environment, and attached project appraisal, on the proposed construction of an off-road/on-road shared cycle track/footpath between the Weyhill Road/Monxton Road junction, Andover and the railway overbridge adjoining John Hanson School, Andover.
5 PROJECT APPRAISAL, NORMANDY WAY, MARCHWOOD - PEDESTRIAN FACILITIES
To consider the report of the Director of the Environment, and attached project appraisal, on the construction of a new footway and uncontrolled pedestrian crossing point on Normandy Way, Marchwood.
6 PROJECT APPRAISAL, NEW FOREST NORTH, HEAVY GOODS VEHICLE RESTRICTIONS
To consider the report of the Director of Environment, and attached project appraisal, on the proposed making of orders to prohibit heavy commercial vehicles from proceeding along roads within the northern part of the New Forest, primarily in the area bounded by the A36, A31 and A338.
7 PROJECT APPRAISAL, DUNLEYS HILL, NORTH WARNBOROUGH - TOUCAN CROSSING AND NEW ROUNDABOUT
To consider the report of the Director of Environment, and attached project appraisal, on proposed construction of a Toucan Crossing and traffic management measures at Dunleys Hill.
8 PROJECT APPRAISAL : SELBORNE VILLAGE INITIATIVE
To consider the report of the Director of Environment, and attached project appraisal, on a series of measures to improve pedestrian safety and mitigate the impact of traffic on the B3006 road through the village of Selborne.
9 PROJECT APPRAISAL : HYTHE FERRY PONTOON, TOWN QUAY, SOUTHAMPTON
To consider the report of the Director of Environment, and attached project appraisal, on replacement and repair works to the wavebreak pontoon at Town Quay, Southampton, which is used by the Hythe Ferry.
10 EXCLUSION OF THE PRESS AND PUBLIC
RECOMMENDATION:
That the public be excluded from the remainder of the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during Items 11 and 12 there would be disclosure to them of exempt information within paragraphs 1 and 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing information relating to the financial or business affairs of any particular person or organisation for the reasons set out in the reports at Items 11 and 12.
11 DEBT WRITE-OFF (EXEMPT)
To consider the exempt report of the Director of Environment on the proposal to defer payments of debts owed to the County Council by a company involved in provision of environmental services.
12 DEBT WRITE-OFF (EXEMPT)
To consider the report of the Director of the Environment on the proposals to write-off an irrecoverable debt to the County Council owed by a former employee.
