2. DECLARATIONS OF INTEREST
All Members who believe they have a personal or a personal prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

4. CHAIRMAN'S COMMUNICATIONS
5 MEMBERS' ALLOWANCES SCHEME 2007/08
To consider the recommendations of the Independent Remuneration Panel set out in the proceedings of its meeting on 30 October 2006 which are circulated with this agenda.
6 PAYMENT OF EXPENSES
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer recommending:
a) a protocol to govern the management of `open' invitations to members of the County Council from internal sources and partner organisations;
b) a policy, in response to the expectations of the Council's Democratic Review, for encouraging external engagement in the County Council's affairs by allowing the payment of reasonable expenses when Policy Review Committees, Hampshire Action Teams or members of the Executive invite third parties by name or specific organisation to contribute to their proceedings.
7. SURVEY OF ETHICAL GOVERNANCE AT THE COUNTY COUNCIL
To consider the report of the Head of Corporate and Legal Services and Monitoring Officer on the outcome of a survey of members of the County Council.
8. BEST VALUE PERFORMANCE PLAN 2006/07 - AUDIT COMMISSION REPORT
To receive the Audit Commission's report that the County Council's plan meets all the requirements of the relevant legislation and statutory guidance.
9. WORK PROGRAMME 2007/08
The County Treasurer will report orally concerning the Committee's programme of work for the coming financial year.
