1. REVENUE BUDGET MONITORING 2006/07

To consider the report of the County Treasurer and Director of Environment on the budget for the current year and on action being taken to manage expenditure within approved cash limits.

2. CAPITAL PROGRAMME 2007/08 - PROPOSED SUB-PROGRAMMES FOR COMMUNITY STREET LIGHTING, CASUALTY REDUCTION AND SAFER ROUTES TO SCHOOL

To consider the report of the Director of Environment seeking approval to financial allocations to schemes within these sub-programmes.

3. COMMUTED SUMS FOR FUTURE MAINTENANCE OF THE HIGHWAY NETWORK

To consider the report of the Director of Environment on a proposed policy requiring developers to pay commuted sums towards maintenance of items as a consequence of development.

4. CHICKENHALL LANE LINK ROAD, EASTLEIGH - PROJECT REVIEW

To consider the report of the Director of Environment on the proposed realignment of the link road and on the approach to delivery and land acquisition.

5. PROJECT INTEGRA ACTION PLAN 2007-12 AND PROJECT INTEGRA CONSTITUTION

To consider the report of the Director of Environment seeking approval on behalf of the County Council to these documents produced by Project Integra.

6. PROJECT APPRAISAL - SPRINGLES LANE, WHITELEY

To consider the report of the Director of Environment on the proposal to make a Traffic Regulation Order prohibiting through traffic from using Springles Lane, Whiteley and on related traffic management measures.

7. COMMUNITY TRANSPORT PAYMENTS 2007/08

To consider the report of the Director of Environment on proposed allocations for community transport schemes.

8. ENVIRONMENT DEPARTMENT - ENVIRONMENTAL SERVICE PROVIDERS

To consider the report of the Director of Environment on the proposed allocation of grants to various organisations, on the basis agreed by the Executive Member in January 2007.

9. WEED CONTROL - DISTRICT AGENCY ARRANGEMENTS

To consider the report of the Director of Environment on the proposal to transfer the highway weed treatment function to those District Councils wishing to undertake it (Basingstoke & Deane, Eastleigh and Havant) on the basis of an initial one year pilot under the current term maintenance contract.

10. EXCLUSION OF THE PRESS AND PUBLIC

RECOMMENDATION:

That the press and public be excluded from the meeting as it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during consideration of appendices 3 and 4 to item 9, there would be disclosure to them of exempt information within Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972, and further that, in all the circumstances, the public interest in maintaining the exemption outweighs the public interest in disclosing information relating to the financial or business affairs of any particular person for the reasons set out in the report.

11. WEED CONTROL - DISTRICT AGENCY ARRANGEMENTS

To consider exempt appendices 3 and 4 to the report of the Director of Environment arising from item 9 above.
